Law 5239/2025: what it requires from your business

Article 39. In force since 1 January 2026. Applies per installation.

The four obligations

At every site with more than 50 employees, at least 50% of staff are trained in CPR and the Heimlich manoeuvre by a certified first aid provider, and the training is repeated every 3 years. At a site with up to 50 employees, the employer covers the obligation with the Ministry of Labour training videos and material.

50+ employees at the site

The threshold counts per building or unit, not per company. A business with three branches is assessed three times.

50% of staff trained in CPR and the Heimlich manoeuvre

By a certified first aid provider. A simple certificate of attendance is not a certification.

Repeat every 3 years

The ERC certificate is valid for three years. We notify you before it expires.

Up to 50 employees

The employer covers the obligation with the Ministry of Labour training videos and material. Hands-on training remains the only kind that builds real skill.

An AED is not an Article 39 obligation. We recommend one because it makes CPR effective.
