The steps for CPR and Heimlich training per site, in a printable format.
Step 1: Count your staff per site
The 50-employee threshold applies per site, not per company.
Step 2: Check which obligation applies at each site
Article 39 of Law 5239/2025 requires employees to be trained in CPR and the Heimlich manoeuvre, in force since 1 January 2026.
Tip: aim for 60 to 70% of staff, so absences and people leaving do not take you below the threshold.
Non-compliance leads to administrative sanctions from the Labour Inspectorate and civil liability for the employer if an incident occurs.
Step 3: Check who is already trained
Step 4: Choose a certified first aid body

Step 5: Schedule the training

Step 8: Schedule retraining
Optional: an AED
An AED is not an Article 39 obligation. We recommend one because it makes CPR effective.
Common mistakes
- Counting per company instead of per site. A business with three branches is assessed three times.
- Training exactly 50%. If one trained employee leaves, the site can drop below the threshold.
- An attendance note instead of certification from a certified first aid body.
- Lost certificates. Without a complete file you cannot document compliance.
