  1. Step 1: Count your staff per site

    The 50-employee threshold applies per site, not per company.

  2. Step 2: Check which obligation applies at each site

    Article 39 of Law 5239/2025 requires employees to be trained in CPR and the Heimlich manoeuvre, in force since 1 January 2026.

    Tip: aim for 60 to 70% of staff, so absences and people leaving do not take you below the threshold.

    Non-compliance leads to administrative sanctions from the Labour Inspectorate and civil liability for the employer if an incident occurs.

  3. Step 3: Check who is already trained

  4. Step 4: Choose a certified first aid body

    With PulseGuard: an ERC (European Resuscitation Council) certificate valid for 3 years, delivered digitally. Our instructors are doctors and paramedics who teach at EKAB and the Ministry of Civil Protection.

  5. Step 5: Schedule the training

Optional: an AED

An AED is not an Article 39 obligation. We recommend one because it makes CPR effective.

Common mistakes

  • Counting per company instead of per site. A business with three branches is assessed three times.
  • Training exactly 50%. If one trained employee leaves, the site can drop below the threshold.
  • An attendance note instead of certification from a certified first aid body.
  • Lost certificates. Without a complete file you cannot document compliance.
